GSA Multiple Award Schedule (Formerly IT Schedule 70)
The GSA Multiple Award Schedule is the largest procurement vehicle and the most widely used acquisition offering in the federal government. It is an Indefinite Delivery Indefinite Quantity (IDIQ) contract that delivers federal agencies the tools and expertise needed to shorten procurement cycles, ensure compliance, and obtain the best value for innovative technology products, services, and solutions.

Scope
Highly Adaptive Cybersecurity Services (HACS)
The scope of the HACS SIN includes proactive and reactive cybersecurity services. Assessment services needed for systems categorized as High Value Assets (HVA) are also within scope of this SIN. It includes Risk and Vulnerability Assessments (RVA), Security Architecture Review (SAR), and Systems Security Engineering (SSE). Additionally, the scope of the SIN includes services for the seven step Risk Management Framework (RMF), and Security Operations Center (SOC) services.
- The seven-step RMF includes preparation, information security categorization; control selection, implementation, and assessment; system and common control authorizations; and continuous monitoring. RMF activities may also include Information Security Continuous Monitoring Assessment (ISCMA) which evaluate organization-wide ISCM implementations, and also Federal Incident Response Evaluations (FIREs), which assess an organization’s incident management functions.
- SOC services are services such as: 24x7x365 monitoring and analysis, traffic analysis, incident response and coordination, penetration testing, anti-virus management, intrusion detection and prevention, and information sharing.
There are five subcategories under the HACS SIN. Vendors listed within each subcategory in the GSA eLibrary have passed a technical evaluation for that specific subcategory. Solvitur Systems has passed the evaluation for all the five subcategories and is qualified to provide services on all of them;

SBA 8(a) Sole Source / Set-Aside(A)
The Small Business Administration (SBA) 8(a) certification program is designed to help small, disadvantaged businesses compete for federal contracts. 8(a) certified firms may receive sole-source contracts up to $4.5 million and partner with other business owners to bid on contracts. Because of our 8(a) status, Solvitur Systems can facilitate awards relatively quickly, reducing time spent on RFP development and reviewing contractor responses. Contracting through 8(a) also helps agencies fulfill their commitment to teaming with small businesses.

Simple Steps to Establish 8(a) Sole Source Contract with Solvitur Systems:
The 8(a)sole source vehicle provides agencies a simplified and shortened acquisition procedure:
- The Government program manager or interested party develops a statement of work, prepares a government estimate, and obtains the necessary funding.
- The Government program manager or interested party chooses Solvitur Systems to perform the work and submits a procurement request to the agency contracting officer.
- The agency contracting officer prepares and submits an “Offer Letter” to our SBA Business Development Specialist.
- SBA processes the Offer Letter and returns it to the agency contracting officer who submits the Statement of Work and Request for Proposal or Quotation to Solvitur Systems.
- Solvitur Systems submits the proposal which is evaluated and negotiated (if necessary) by the agency.
- The contract is awarded to Solvitur Systems.
These steps can be accomplished within few days in most cases. It is also worthwhile to mention that Solvitur Systems has a great working relationship with the SBA-assigned Business Development Specialist (BDS) who is willing to help clarify any issue related to 8(a) programand facilitate any contract award.
Background:
Section 8(a) of the Small Business Act as amended by Congress, created the 8(a) business development program. This program enables SBA to assist small disadvantaged firmsto develop their businesses. In applying to the program, a firm is rigorously evaluated on its ownership, operations, financial health, and past performance. Once accepted, the firm is required to provide SBA a detailed business plan and annually show continued success as a viable, strong business entity.
Firms that are approved are certified by the SBA for a period of nine years. The SBA assigned Memorandums of Understanding (MOUs) with Federal Agencies allowing them to contract directly with certified 8(a) firms. Participants can receive sole source contracts, up to a ceiling of $4.5 million for goods and services.
GSA STARS III
Solvitur Systems LLC, has been awarded the GSA 8(a) STARS III GWAC, a best-in class Government-Wide Acquisition Contract that provides IT solutions for the Federal government through SolvSecure Solutions LLC JV, our SBA approved 8(a) JV with our partner, Sure Secure Solutions.
GSA 8(a) STARS III is a contract with a $50B ceiling that offers flexible access to customized IT solutions from a large, diverse pool of 8(a) industry partners Solvitur. 8(a) STARS III, is GSA’s fourth-generation 8(a) GWAC. STARS III is a multiple-award indefinite-delivery/ indefinite- quantity (MA-ID/IQ) contract designed to provide federal agencies with innovative IT services- based solutions from vetted 8(a) small, disadvantaged businesses, in support of meeting their socio-economic contracting goals. Through STARS III, federal agencies can access award- winning 8(a) firms through an established contract vehicle, saving time and taxpayer money over open-market methods.
The primary North American Industrial Classification System (NAICS) code for the Master Contract is designated as 541511, Computer Systems Design Services. Requirements that align with other IT services NAICS codes are within the scope of the STARS III GWAC that include, but are not limited to: 541512, 541513, 541519 and 518210.
